The city’s governing body, consisting of the nine council members and Mayor Michelle De La Isla, plans to discuss but not act regarding proposed changes it plans to consider Dec. 18 to its rules and procedures.

Those include increasing — to five minutes from four — the length of time members of the public are given to make public comments while doing away with the current practice of enabling the governing body to give speakers extensions. Discussion with governing body members would not count as part of a speaker’s five minutes.
