Michael Toombs couldn’t help smiling as he looked at the work being done Saturday morning on a mural project on the north side of the Law Enforcement Center, in the 100 block of S.E. 3rd.
What had been a blank white wall was being transformed into a colorful mural that will brighten up the entire area on the north end of downtown Topeka.
But more importantly, Toombs said, the mural project is bringing police officers and Topeka residents together.
