A special election Tuesday in Reno County Drainage District No. 3 was triggered by the discovery that for years, the district has had a mill levy that exceeded the state statute cap of 5 mills. The district’s current general levy is over 12 mills. If the ballot fails and district has to stay within the 5-mill cap, its annual budget of $10,000 would plunge to about $4,000, That would not be enough to mow the levee or to improve any portion of the levee, according to district board chairman Jerry Schmidt.
“This is extremely critical,” he said.
